to your request to maintain a maximum altitude of 500

metres whilst in the vicinity of Waichao, as this

question of altitude must be left entirely to the

discretion of our Commanders. You will note, however,

that, whereas you suggest a minimum distance in a

horizontal plane of 15 miles from Waichow, our

Commanders will make every endeavour to pass not nearer

than 20 miles from the Island in question.

Under these circumstances we think you will

agree that a repetition of the incidents which we are

both anxious to avoid should not occur. We should be

very grateful if you would kindly pass the necessary

extracts from this letter to the relevant authorities.
